In a bold move, the Victoria Council has shown willingness to reconsider its current stance on the zoning regulations for cannabis retail locations. The council, breaking with a staff recommendation, has taken a decisive step towards establishing a cannabis store in the vibrant neighborhood of Vic West.

A majority of council members voted in favor of preparing a zoning bylaw amendment that would authorize the opening of a retail cannabis store at 182 Wilson St., within the Westside Village shopping centre. This move comes despite the staff’s recommendation against the proposal, which cited the city’s guideline of maintaining a 400-meter distance between existing cannabis retailers.

Councillor Matt Dell highlighted that while the proposed store would be within 200 meters of an existing retailer, it would not be within the same storefront area. He argued that the current cannabis policy, originally established in 2017 before the legalization of cannabis, needs updating. Dell further noted that the previous council had already extended the distance requirement to 400 meters due to the anticipation of numerous applications. However, City staff reported that there has been only a trickle of applications for opening cannabis retail stores.

The decision to ease restrictions on cannabis store locations has garnered support from other businesses in the shopping center who are eager to see the vacant storefronts occupied. Councillor Dave Thompson emphasized the significance of this area as a growing, walkable neighborhood in Victoria. He highlighted the importance of providing essential services to meet the needs of the steadily increasing residential population.

By signaling the potential easing of restrictions on cannabis store locations, the Victoria Council is demonstrating a proactive approach to adapt to the changing cannabis landscape.
