New Regulations for Vape Shops in Front Royal: Town Leaders Take Action
On Monday, the leaders of Front Royal convened to discuss a growing concern regarding vape shops within the town. With the increasing visibility of vape products, the need for effective regulations has become a priority for council members and town officials.
Current Discussion on Vape Shop Regulation
The initial step toward regulating vape shops will involve collaboration between town staff and the Planning Commission. The objective is to develop an ordinance that identifies specific areas where vape shops can operate while imposing certain operational times. Mayor Cockrell highlighted that recent vacancies in commercial buildings raised concerns about the potential proliferation of vape shops if regulations are not established promptly. “I would really like to get something in place to avoid other old buildings taking over,” she remarked, pointing to the need for proactive measures.

The town’s Director of Planning and Zoning, Lauren Kopishke, indicated that any proposed ordinance mandating special-use permits for vape shops must undergo a thorough process involving the Planning Commission. This process includes drafting, public hearings, and final approval by the council. Rappaport also suggested looking into regulations adopted by the town of Quantico as a model, emphasizing the need for robust regulations that “have teeth” to effectively manage the operations of these establishments.
Existing Vape Shops and Future Regulations
It’s important to note that any ordinance passed would not retroactively impact existing vape shops, which have been “grandfathered-in” under the current regulations. Currently, Front Royal is home to 17 stores selling vape products, with a concentration on South Street.
