SE City Council OKs Cannabis, Edible THC Ordinances

The Sleepy Eye City Council has taken a significant step forward in embracing the growing cannabis industry by approving new ordinances related to cannabis and edible THC products. The unanimous decision marks a progressive move towards regulating and incorporating these products into the community.

One of the approved ordinances, named Ordinance 219, focuses on regulating the smoking or vaping of cannabis products. It prohibits smoking in areas where it is already banned by the Minnesota Clean Indoor Air Act. Use of cannabis products encompasses smoking, inhaling or exhaling vapor from electronic devices, and carrying an electronic delivery device that is turned on. The ordinance also establishes penalties for violations, with offenders facing a petty misdemeanor charge.

The council also passed Ordinance 220, which deals with the introduction of newly-legalized THC products. Edible THC products have gained popularity and are available in various flavors and forms that may appeal to children and young adults. The new ordinance aims to safeguard public health by preventing the purchase and use of edible THC products by minors. Selling, offering for sale, giving away, furnishing, or delivering any edible THC product to a person under the age of 21 is strictly prohibited. Violators of this ordinance will be charged with a misdemeanor.

These progressive ordinances demonstrate the city council’s commitment to addressing the challenges and potential risks associated with cannabis and THC products. By regulating the industry, Sleepy Eye aims to ensure the responsible use and distribution of these products within the community. Balancing the economic opportunities with public safety concerns is a delicate task, and the city is taking the necessary steps to meet these challenges head-on.

In addition to their decision on cannabis and edible THC products, the city council unanimously approved a five-year joint powers agreement with the State of Minnesota on behalf of the Bureau of Criminal Apprehension. This collaboration will focus on investigating and prosecuting crimes committed against children using computers, reinforcing the community’s commitment to protecting its most vulnerable members.

The resolution for a premises gambling permit at The Dawg Haus Bar & Grill was tabled until the bar and grill property purchase is finalized. However, this delay does not undermine the city’s dedication to encouraging economic growth and supporting local businesses.

Looking forward, the city council has scheduled a budget workshop to address financial considerations and ensure continued progress for Sleepy Eye. City Manager Bob Elston expressed confidence in the city’s financial position, mentioning a small increase of 3.33% ($54,747) under consideration.

With these recent decisions and actions, Sleepy Eye is becoming a prime example of a community embracing change and adapting to the evolving needs and opportunities of its residents.
