Germany Approves Landmark Bill To Liberalise Cannabis Use And Sale

Germany has made a groundbreaking decision to legalize and liberalize the use and sale of cannabis. The country’s cabinet has approved a bill that will decriminalize cannabis possession and pave the way for its recreational use. This move will make Germany one of the most progressive nations in Europe when it comes to cannabis laws.

Under the new legislation, individuals will be allowed to possess up to 25 grams (nearly one ounce) of cannabis for recreational purposes. They will also have the opportunity to grow up to three cannabis plants or acquire marijuana from “cannabis clubs.” These clubs will play a crucial role in the distribution of cannabis and ensuring its safe cultivation.

To ensure safety and security, the clubs will have strict regulations. They can have a maximum of 500 members and must have burglar-proof doors and windows. The cannabis cultivation will take place in fenced-off greenhouses within the clubs. Membership to these cannabis clubs will be limited to German residents who are 18 years or older. Furthermore, there will be limits on the amount of cannabis an individual can buy, with a daily limit of 25 grams and a monthly limit of 50 grams (reduced to 30 grams for those under the age of 21).

The Health Minister, Karl Lauterbach, has hailed this draft law as a turning point in Germany’s attitude towards cannabis. The government aims to curtail the black market for cannabis, ensure the safety of consumers by regulating the quality of products, and reduce drug-related crimes. This move is also seen as an opportunity to address the delays in the healthcare system for those who self-medicate with cannabis to treat conditions such as ADHD.

However, not everyone is in favor of this new legislation. Some critics argue that legalizing cannabis may create additional challenges for the country’s legal system. The Association of German Judges warns that it could further burden the legal system and potentially increase demand for illicit cannabis. Even within the cannabis advocacy community, there are concerns that the regulations imposed on the clubs may hinder their operations and stigmatize cannabis users.

Although the bill is a significant step forward, it falls short of the original plan to establish licensed cannabis outlets throughout the country. This revision was made after discussions with the European Commission. Instead, the government intends to conduct five-year tests of regulated commercial supply chains in specific regions, which will then be subject to scientific evaluation.
