City Council Meeting: Key Issues on the Agenda

The Turlock City Council is set to convene for a significant meeting that will address critical issues impacting both residents and local businesses. The agenda for the upcoming meeting includes discussions on sewer service rate increases, the extension of cannabis business agreements, and the introduction of educational programs for residents.

Sewer Rate Increases

One of the central topics for the City Council is the proposed adoption of new sewer service rates. If approved, these rates will be updated over the next five years for both residential and non-residential customers. The current system operates on a flat administrative rate for all users. However, some customers are charged based on metered effluent, while others pay non-metered rates determined by customer class and number of fixtures.

A comprehensive rate study has been conducted, and the findings suggest that the existing sewer rate revenue is only sufficient to cover operational costs. Unfortunately, it does not account for debt service and necessary capital improvements. The council is faced with the reality of an aging sewer infrastructure, with projected needs surpassing $107 million over the next decade to bring the system up to acceptable service standards.

Without rate increases, projections indicate an annual deficit beginning in 2025, potentially escalating to approximately $8.7 million by FY 2028/29. This raises concerns about the city’s ability to meet debt service coverage requirements effectively.

Extension of Cannabis Business Agreements

Another significant item on the agenda is the Council’s consideration to extend development agreements with three cannabis businesses: Perfect Union, Fire House, and JDI Farms, Inc. These agreements are part of a five-year pilot program and are set to expire this month. The proposed extension would last until June 30, 2025, giving the city adequate time to make adjustments in the future.

During a previous meeting on June 25, the Council decided against placing a measure for a cannabis business tax on the ballot for the upcoming Nov. 5 election. The next chance to consider a tax would be before the general election scheduled for Nov. 3, 2026.

Parent University Program

In an effort to promote educational opportunities, the Council is discussing an agreement with California State University, Fresno Foundation to offer Parent University virtual education courses free of charge to Turlock residents. The program would provide invaluable training in various areas, including:

  • Digital Literacy
  • Financial Literacy
  • Parenting Skills
  • Pathway to College
  • Health and Wellness
  • Small Business Development
  • Social Emotional Learning
  • English and Spanish Conversion

Residents can enroll in as many courses as they wish, with classes scheduled from August through June. Completion of each course would result in a Certificate of Completion issued by California State University, Fresno.

Ethics Training for Councilmember

The Council is also expected to address a directive for Councilmember Kevin Bixel to attend additional training on the Brown Act and ethics. This comes in the wake of an alleged breach of confidentiality regarding a closed session matter. Following his acknowledgment of the breach, the council is seeking to ensure that council members remain informed about the importance of confidentiality during closed sessions.

Supporting the Turlock Gospel Mission

Furthermore, the Council will deliberate on an amended and restated promissory note and loan agreement with Turlock Gospel Mission for the rehabilitation of a property to serve as a day center. The proposed funding will total $491,053, comprising $91,053 from the State HOME Fund and $400,000 from the federal CDBG account.

Significant operational conditions have been established, which include:

  • Operating seven days a week from 6 a.m. to 6 p.m.
  • Tracking the number of clients served.
  • Conducting community outreach about the available services.
  • Providing essential resources, such as restrooms, showers, and laundry services.
  • Documenting success stories to highlight the impact of the center.
  • Ensuring quarterly onsite monitoring by city staff.
